Hello JeremyLlamas, Thank you for posting on the Xbox forums. We understand that Call of Duty: Modern Warfare is not allowing you to play the game due to the multiplayer packs that need to be installed even you have already installed them. We saw this issue arise with multiple customers a few days ago.
If you go and check the PS5 download queue, you'll find that the system is running out of space, causing the "Modern Warfare III - Beta Pack 01" to stall. You'll need to free up some space for the
Campaign pack and then the campaign/special ops compatibility pack. Not sure on PS5 file sizes but the former is 9gbs and the latter 22gbs. The devs combined a few packs together. You should be good to go after that.

I am finally able to get into the campaign mode of this game. Altogether you will need to have the following components installed: - Call Of Duty: Modern Warfare (102.2GB) - Call Of Duty: Modern Warfare - Campaign Pack 1 (11.2GB) - Call Of Duty: Modern Warfare - Campaign Pack 2 (15.7GB)
Here, click on Updates. Now, open MW2 and click on update. From here go back to games and open Modern Warfare 2. Click on it and choose Manage installation. Check the add-ons for the game that is Multiplayer, Co-op, and Campaign. Next, click on save changes. This will begin preloading MW2 Multiplayer on your Xbox.
