@Holographic: I have lost COUNTLESS (167 to be exact) hours either doing in game things or surfing the internet looking for answers to WHY THE HELL I can't upgrade Dutch's tent/provisions even though I have donated 9,852 carcasses. I even loaded a new game and replayed everything up to the camp to see if I missed doing something.
In the saloon he can spawn outside or inside. just go in and check where he might be. If he is not in the saloon, simply run to the outskirts of Van Horn (where the stage coach sign is) to reset the NPCs in the saloon, and run back to the saloon. Doing this about 3 to 4 times should be enough to spawn the High Hat NPC.
